US designation of Hizbul Mujahideen as a foreign terror outfit is a big diplomatic victory for Modi government.

The US State Department notification clearly identifies Hizbul as "one of the largest and oldest militant groups" operating in Kashmir since 1989. It is helmed by Mohammad Yusuf Shah aka Syed Salahuddin, whom the Donald Trump administration had branded a 'Specially Designated Global Terrorist' last June, just ahead of Prime Minister Narendra Modi's maiden meeting with the US president in Washington.

As part of a global effort to fight terrorism, the move will affect Hizbul's ability to raise funds. Salahuddin had recently boasted in an interview to a Pakistani TV channel that "Kashmiris" all across the world are funding terrorism in India and he can procure any weapon from the international market at the right price.

Will this initiative choke Salahuddin's access to funds? The notification stresses that the outfit's "property and interests in property subject to US jurisdiction are blocked, and US persons are generally prohibited from engaging in any transactions with the group."

The tag on Hizbul closely follows US announcement of a new two-by-two ministerial dialogue mechanism with India, which is expected to put defence and strategic consultations at the front and centre of bilateral ties.

A White House statement following Trump's congratulatory phone call to Modi on 15 August read: "The leaders resolved to enhance peace and stability across the India-Pacific region by establishing a new two-by-two ministerial dialogue that will elevate their strategic consultations." The move was reportedly also discussed during external affairs minister Sushma Swaraj's telephonic conversation with US secretary of state Rex Tillerson.

Though the word 'China' wasn't mentioned anywhere in the statement, and Washington did not elaborate on the specifics, it is a message to China.

The existing mechanism, which the two-by-two ministerial dialogue is expected to replace, had been started by the Barack Obama administration to bolster bilateral commercial ties. The adoption of defence and strategic consultations in the mechanism suggests that the Trump administration places greater stress on India as a strategic partner. Consider that the India-US move is being initiated at a time when China has irked both nations through its policies and actions.

Trump has flatly blamed China for not doing enough to contain North Korea's nuclear warhead and intercontinental missile programs and had recently ordered a probe into Beijing's unfair trade practices and "theft of intellectual property", triggering a stinging response from China.

Concurrently, India and China have been locked in a tense standoff in the Sikkim sector with no resolution in sight. New Delhi accuses Beijing of violating existing boundary mechanisms and agreements in trying to build a motorable road in a sensitive tri-junction area also involving Bhutan, while China has blamed India for violating its "sovereignty" and has repeatedly threatened war.

The US hasn't said much (chiefly because India doesn't want this to be highlighted) but has asked "both parties to have a direct dialogue to reduce tension" – a direct endorsement of India's stand. China has refused to talk unless Indian troops are "unilaterally withdrawn" from the tri-junction area, a condition that is unacceptable to New Delhi.

In this context, the fact that Trump administration is clamping down on terrorist outfits and their leaders inimical to India and elevating the bilateral relationship by adding a strong defence and strategic component to already existing operational and strategic underpinnings are clear indications of a South Asia strategy, that looks and sounds awfully like Obama's Pivot to Asia. US action against Pakistan-backed terrorist outfits operating on Indian soil is also a moral indictment of China's position which has repeatedly vetoed all Indian attempts to blacklist these terrorists at United Nations.

"I believe that the US is ready to help India modernise its military. India has been designated a major defence partner of the US. This is a strategic declaration that's unique to India and the US. It places India on the same level that we have many of our treaty allies," Commander of the US Pacific Command or PACOM Admiral Harry Harris recently told PTI.

The bigger implication of this synergy is an increasing belief in the US that India — through its recent actions — is expressing a willingness to act as Asia's security guarantor. Make no mistake, Washington has noted India's decision not to join the Belt and Road initiative and interprets the Doka La standoff as India's statement of intent in not letting Asia become unipolar.

As Richard M Rossow of at the Center for Strategic and International Studies writes in The Diplomat, the US "just received a loud, clear signal that India is ready to take important steps to contribute to the global order, and it should strengthen our resolve to further deepen our emerging security partnership."

It has been said ad infinitum that a strong India is better for global, rules-based order. The US is indicating that it believes India's time has come.

Rajeev Misra, Chief of Baba Raghav Das Medical College was suspended, yet fake media talks only about Kafeel Ahmad Khan and even made him out to be a rare hero.

Chief Minister Yogi Adityanath was at the hospital on August 9th and even enquired personally about encephalitis preparedness. Yet, most media have been loudly proclaiming negative captions on Yogi Adityanath. How many CMs are there in India who go to hospitals in advance to check and enquire personally on their preparedness?

As many as 587 deaths were recorded in the paediatric wing of the college in the same month last year, taking the average to 20 deaths a day. In 2015 and 2014, the average deaths in a day in August were 22 and 19 respectively. Yet, fake media screams as though it is the first time in the history of India that so many children died in UP and the cause for that is Yogi Adityanath.

Chief Minister Yogi Adityanath said he was at the hospital on August 9, but no one informed him of the situation. "I was here on the 9th and I categorically asked about encephalitis but no one informed me. We made payment on August 7. Why didn't the hospital administration make the payment?" he said. "For the last two to three days, the news that has been pouring in, PM Modi has been concerned. He called me to offer all sorts of support," Chief Minister Yogi Adityanath said. Cautioning the media against "fake reporting" he asked reporters to "go inside the wards" and report the situation first-hand.

Kafeel Ahmad Khanwas in charge of the paediatrics ward for a few months and the oxygen shortage on Thursday night took place under his watch. On Sunday, government sources said he failed to take action on a letter that was written on Thursday by those in charge of oxygen supply, asking for emergency measures to get oxygen.

The Uttar Pradesh government on Sunday removed Khan as the nodal officer of the Department of Paediatrics at the BRD Medical College hospital in Gorakhpur after reports of the shortage of oxygen cylinders came to light. It is alleged that the insufficient amount of cylinders in the hospital was because he was secretly transporting some of them to his private clinic.

Dr Rajiv Mishra, who was sacked as the principal of BRD Medical College hospital on Saturday, was also reportedly involved in the crime with Khan. Advertisement posters for Khan's private clinic are still pasted on the walls of the hospital: "Doctor is available from 9am-9pm."
 
Media reports suggest that Khan was a member of the supplies department of the hospital besides being the nodal officer of the Department of Paediatrics at BRD Medical College Hospital. The Supplies Department is concerned with the stock and storage of medical equipment.

Khan was one of the doctors who assisted Uttar Pradesh Chief Minister Yogi Adityanath's review when he visited the hospital on August 9. However, India Today quoted the staff as saying that Khan did not inform the CM about the erratic supply of oxygen cylinders nor about the hospital defaulting on payments.

When the situation got worse on the night of August 11, Khan allegedly sent three cylinders from his clinic to the hospital while claiming that he had "borrowed" those oxygen cylinders from a friend's hospital.

Khan and Mishra allegedly received a commission on every purchase made by the hospital and also took care of the deals with Pushpa Sales Pvt Ltd, the hospital's supplier of oxygen cylinders.

Nationalist minded people should rise up, be vigilent, enquire and put forth the truth all over social media to counter and demolish the false propaganda of communists and sickulars.  They have manipulated India for 67 years and are now desperate because its a do or die situation for them now.


Yogi Adithyanath will be a chief target because they can not tolerate a strong Hindu Leader emerging in UP, let alone functioning tirelessly.

NASA, NOAA Data Show 2016 Warmest Year on Record Globally-Earth’s 2016 surface temperatures were the warmest since modern record keeping began in 1880, according to independent analyses by NASA and the National Oceanic and Atmospheric Administration (NOAA).

Globally-averaged temperatures in 2016 were 1.78 degrees Fahrenheit (0.99 degrees Celsius) warmer than the mid-20th century mean. This makes 2016 the third year in a row to set a new record for global average surface temperatures.



The planet’s long-term warming trend is seen in this chart of every year’s annual temperature cycle from 1880 to the present, compared to the average temperature from 1980 to 2015. Record warm years are listed in the column on the right.

The 2016 temperatures continue a long-term warming trend, according to analyses by scientists at NASA’s Goddard Institute for Space Studies (GISS) in New York. NOAA scientists concur with the finding that 2016 was the warmest year on record based on separate, independent analyses of the data.

Because weather station locations and measurement practices change over time, there are uncertainties in the interpretation of specific year-to-year global mean temperature differences. However, even taking this into account, NASA estimates 2016 was the warmest year with greater than 95 percent certainty.

“2016 is remarkably the third record year in a row in this series,” said GISS Director Gavin Schmidt. “We don’t expect record years every year, but the ongoing long-term warming trend is clear.”

The planet’s average surface temperature has risen about 2.0 degrees Fahrenheit (1.1 degrees Celsius) since the late 19th century, a change driven largely by increased carbon dioxide and other human-made emissions into the atmosphere.

Most of the warming occurred in the past 35 years, with 16 of the 17 warmest years on record occurring since 2001. Not only was 2016 the warmest year on record, but eight of the 12 months that make up the year – from January through September, with the exception of June – were the warmest on record for those respective months. October, November, and December of 2016 were the second warmest of those months on record – in all three cases, behind records set in 2015.

Phenomena such as El Niño or La Niña, which warm or cool the upper tropical Pacific Ocean and cause corresponding variations in global wind and weather patterns, contribute to short-term variations in global average temperature. A warming El Niño event was in effect for most of 2015 and the first third of 2016. Researchers estimate the direct impact of the natural El Niño warming in the tropical Pacific increased the annual global temperature anomaly for 2016 by 0.2 degrees Fahrenheit (0.12 degrees Celsius).

Weather dynamics often affect regional temperatures, so not every region on Earth experienced record average temperatures last year. For example, both NASA and NOAA found the 2016 annual mean temperature for the contiguous 48 United States was the second warmest on record. In contrast, the Arctic experienced its warmest year ever, consistent with record low sea ice found in that region for most of the year.

NASA’s analyses incorporate surface temperature measurements from 6,300 weather stations, ship- and buoy-based observations of sea surface temperatures, and temperature measurements from Antarctic research stations. These raw measurements are analyzed using an algorithm that considers the varied spacing of temperature stations around the globe and urban heating effects that could skew the conclusions. The result of these calculations is an estimate of the global average temperature difference from a baseline period of 1951 to 1980.

NOAA scientists used much of the same raw temperature data, but with a different baseline period, and different methods to analyze Earth’s polar regions and global temperatures.

GISS is a laboratory within the Earth Sciences Division of NASA’s Goddard Space Flight Center in Greenbelt, Maryland. The laboratory is affiliated with Columbia University’s Earth Institute and School of Engineering and Applied Science in New York.

The World Meterological Organization (WMO) that crowned the 2016 as the warmest year now predicts 2017 will be hotter and could be the hottest year in living memory. Climate Central reported that February 2017 was the second hottest on record for the planet. 

In the Arctic, temperatures were around 4 degree Celcius above average in February and this led to a record dip in sea-ice level. David Carlson, World Climate Research Programme Director, said in a report that the world is entering an "uncharted territory". He said, "Even without a strong El Nino in 2017, we are seeing other remarkable changes across the planet that are challenging the limits of our understanding of the climate system."
